1. Create alliance among the victims family
2. Be independence from the influences of the existing NGOs in this country
3. Lobby the government to change certain acts in the law on rape cases, or others that pertain
Or else, solutions to problem like this face sustainability problem. Most outcry on issues similar to these were mostly seasonal, temporal, and sporadic. The systematic movement at the grasstoot level would ensure the continuity as well as better actions at policy-maker level.

I would say that the first point is an especially good idea. Who else will better understand what they are all going through but themselves? Perhaps forming a support group would benefit as well as alliances, because the family members are able to regain strength from each other.
