I think you can't beat that. Take a closer look at the newly released SCORM 1.3, still most of it talks heavily on packaging and meta-data with much emphasis on LOs.

Meanwhile, less is on sequencing and presentation. Maybe you should customize your traning needs with the training provider, perhaps? Tell them that you need the LMS or LCMS training specifically for that.

SCORM, that's what I am doing :)

Those seminar and workshop available out there only teach you how to create learning object but not the system that import/export the learning object... :/
